The American Red Cross has no role in bringing persons from another country into the United States, including the Philippines. Families wishing to bring relatives from the Philippines: The family member in the Philippines must go to the U.S. Embassy in Manila and apply for a nonimmigrant visa. U.S. law requires that people who apply for nonimmigrant visas provide evidence that they don't intend to immigrate to the United States. It's up to consular officers at U.S. embassies and consulates to determine eligibility on an individual basis on the merits of each case.
